Chinese language boffin Prof Hugh Baker gave a fascinating and humorous talk based on years of experience and misunderstanding in Hong Kong and China. The 2006 AGM was held at the Hong Kong Yacht Club on 18 July.
This year there was no problem getting a quorum as the AGM immediately preceeded the monthly talk - this month a talk on modernising the Hong Kong codes for blasting by Leighton's Ray Brewster. Chairman, Bryan Clifford summarised the year and listed the current objectives for the committee. Chief amongst these had been a very successful drive for new members. Finace is also sound. 35 members visited the SkyPlaza project and AsiaWorld-Expo at the Hong Kong International Airport. Kevin Poole, Head of Projects, (AAHK) and Ian Livingston Senior Manager (AAHK) gave a presentation which included a 10 minute film on the design and construction of the SkyCity and a review of the models of the SkyPlaza Building and the future SkyCity Development. A site walk and a viewing of the ongoing SkyCity works including the construction of the SkyPier Tunnel Extension and the Golf Course followed. The visit was ended with an hours tour of the completed AsiaWorld-Expo (AWE) with Mr Dennis Averlan, Project Director, Dragages and Miss Daisy Tang AsiaWorld-Expo (AWE). The tour included a discussion on the success of the AWE construction works and the benefits of the contractor managing the design and build contract - ensuring that the buildability of the design was maximized for pre-cast units etc. The benefits of the thermal storage scheme and the chosen method of erecting the roof units was also explained. The 13,500 capacity AsiaWorld-Expo Arena, a typical hall and the interface with the MTRC station were also viewed. Wednesday, March 15

21 February 2006 - Scott Mackenzie , G M of Hong Kong IEC Ld and Jean Pierre Lefoul, Buildings Works Operations director of Dragages gave an excellent presentation on procurement, design ,construction and operation of Hong Kong's new exhibition faciity, AsiaWorld-Expo, which was opened on the 21 December 2005.
More than 70 attendees heard details of the legal structure, procurement, tendering and management strategies adopted for the project and an overview of the project’s design and construction. The presentation also included a 2 minute computer simulation of how Dragages planned to construct the building and a 10 minute video of the actual construction iincluding the lifting of the largest 720 Tonne roof sections. The long awaited International version of the Joint Code of Practice has now been promulgated by the International Tunnelling Insurance Group and will be applied to all tunnelling projects requiring construction and liability insurance in the future.
The Association for Project Management, Hong Kong Branch, in association with the Hong Kong Tunnelling Society, presented two recent seminars in Hong Kong - featuring four prominent speakers, three from Europe who have been closely involved with the development of the Joint Code of Practice.
The daytime, invitation only seminar had 100% attendance from Government and Utilities departments.
The evening, open seminar had over 100 attendees, including Hong Kong's railway corporations, contractors and consultants. With over 200 attendees, this proved to be the APM's most successful seminar to date, and additionally, generated income for the Lighthouse Club, with all profits from the two seminars being donated. Back in Jun 05 PartneringWorks reported that the Hong Kong Housing Authority was putting partnering clauses in specifications for thier contracts. Due in November 05 will be the tender for a pilot project introducing a Modified Guaranteed Maximum Price contract.
The attached file is an overview presentation of the approach being piloted and more detailed presentations have already been given to the Hong Kong Contractors Association and the Federation of Electrical and Mechanical Contractors Association. The government of India announced earlier this month that it plans to require global certification for all of its project managers working on mega projects.
According to the India Times, the government cited projects whose timelines often run far beyond budget and schedule as the source for the ruling. “We are worried about time and cost overrun of many of our projects. So, we feel that projects should be handled by engineers and technical officers who have completed certified management courses from reputed international institutes. We have good engineers, but need expertise to handle a project,” said Statistics and Programme Implementation Minister Oscar Fernandes. As reported in the India Times, of 646 projects the department had studied, 258 were delayed, with the time overage anywhere from one month to 21 years. The cost overrun of delayed projects was approximately 40 percent of total costs. More than 200 government projects across the country are over budget, schedule, or both. Tuesday, May 24
